Occupancy Compliance Specialist
Expanding Property Management Company, incorporated in 1977, who believes in a vision of community and affordable housing for all, is in search of a full-time Occupancy and Compliance Specialist. Candidate must have a full grasp of Tax Credit and HUD, including regulatory and compliance requirements.
This position will require on-site file reviews and audits, review and approval of applicants for both Tax Credit and HUD units, with oversight and periodic training to existing on-site managers.

General Job Responsibilities include, but are not limited to:
- Schedule and coordinate on-going file reviews. Ensure files for accuracy and compliance with income limit, rent limit, utility allowances based on regulatory requirements, partnership agreements, any other program requirements and resident selection
- Stay current on all updates and changes related to TCAC, HUD, HCD, etc. Distribute updates to all on-site and main office staff
- Responsible for the overall compliance with all regulatory agencies, affordable housing requirements, as well as all federal, state, and local laws
- Assist in preparing reports and correspondence to investors, owners, and regulatory agencies as
- Maintain ongoing communication with property managers, regional manager, etc. regarding compliance issues
- Review all standards and procedures with regard to the compliance status to ensure that all first-year tenant files are in full compliance
- Develop and organize corrective action plans based on finding of internal and external audits
- Participate in Lease-Ups and/or marketing of new and existing properties
- Attend TCAC and HUD compliance workshops as necessary
Knowledge, Skills & Experience:
- Strong communication and interpersonal skills
- Strong familiarity with tax credit requirements, HUD, affordable housing, regulatory requirements, landlord/tenant laws, fair housing regulations
- Ability to work collaboratively with different levels of management and government agencies
- Ability to work under pressure and meet deadlines
- Capacity to work independently and exercise judgment in problem-solving
- Willing and able to travel to different sites to carry out duties and responsibilities associated with compliance and occupancy issues
- High level of initiative and flexibility necessary
- Accuracy and high attention to detail with excellent follow-through skills
Minimum Qualifications:
- Excellent current working knowledge of TCAC, HUD and HCD
- Minimum of 3 consecutive years of experience managing TCAC and HUD properties
- Tax Credit Specialist (TCS) and Certified Occupancy Specialist (COS) certifications
- Experience in working with affordable housing projects with multiple layers of funding
- Demonstrate knowledge of fair housing law as well as other regulations and rules
- Strong organizational, administrative, financials, and communication skills, both written and oral
- Skills in finance and budget management
- Demonstrate integrity on a personal and professional level
- Excellent interpersonal skills with diverse populations
- Proficient in excel, outlook, RealPage, Rent Manager and other property management software
- Ability and willingness to substitute for any position; including, but not limited to, community manager, janitor, or receptionist

- Professional accreditations relating to CTCAC and HUD
- Valid California drivers license
